我國數據交易統一大市場發展現狀與路徑思考

摘要： 數據交易在數字經濟發展發展中發揮了至關重要的作用。通過梳理我國當前數據市場交易暴露的痛點問題，圍繞我國數據要素市場培育的總體要求，結合實踐基礎以及國家推進全國統一大市場的總體要求，提出破解數據交易困境、加快建設全國統一數據交易市場亟待處理好安全與發展、政府與市場、競爭與合作以及管理與技術四對關系。同時，以“統一制度建設、推進交易場所功能互補、強化基礎設施互聯互通和推進所商分離與生態建設”為四大核心抓手，推動統一數據交易市場建設。

Reflections on the present situation and development path of a unified data trading market in China

Abstract： Data trading plays a vital role in the development of digital economy. This paper centers on the overall requirements of data element market establishment, as well as the practical basis and overall requirements of a national unified market. It sorts out the pain points exposed in current data trading, and puts forward the idea that in order to solve the dilemma of data trading and accelerate building a national unified data trading market. It is essential to solve four pairs of relationship properly: security and development, government and market, competition and cooperation, and management and technology. It then points out that to promote the establishment of a unified data trading market, four issues need to be focused on: establishing a unified trading system, promoting the complementary functions of trading venues, strengthening infrastructure connectivity and promoting business separation and ecological establishment.

0 引言
數據流通交易作為數據要素實現市場化配置的重要環節，對于打通數據壁壘和孤島，加快政府、企業數據化轉型發揮著關鍵作用。從2015年國務院印發《促進大數據發展行動綱要》首次指出“開展面向應用的數據交易市場試點”至今，我國數據交易發展已經歷經7個年頭。尤其是十九屆四中全會以來，以要素市場化改革為核心多項政策相繼出臺，開啟了數據交易市場的新一輪探索熱潮。2022年3月25日，中共中央 國務院印發《關于加快建設全國統一大市場的意見》，指出要加快培育統一的技術和數據市場，標志著我國數據交易探索開始由分散建設邁入融通整合的新征程。
本文圍繞加快構建全國統一數據要素大市場的要求，重點梳理我國數據流通交易體系的發展現狀和突出問題，進而提出構建全國統一數據流通交易大市場的基本思路與路徑。
