《2022芯片與科學法》對我國集成電路產業的影響和建議

摘要： 集成電路是關系國民經濟和社會發展的基礎性、先導性和戰略性產業。當前，國際環境日趨復雜，百年變局和世紀疫情相互交織，中美之間持續升級的大國博弈和不斷深化的利益脫鉤對全球集成電路產業鏈格局產生了深遠影響。近日美國出臺《2022芯片與科學法》并聯手日本、韓國等組建“四方芯片聯盟”，構建“圍堵”中國的“統一戰線”，試圖將中國集成電路產業孤立在全球供應鏈體系之外。通過梳理美國在科技立法上的歷史沿革和主要特點，以及《2022芯片與科學法》在集成電路領域的最新戰略部署，對由此帶來的全球集成電路產業格局新變化以及對我國的影響進行研判，并提出相關發展建議。

Abstract： Integrated circuits are the basic, leading and strategic industries related to national economic and social development. At present, the international environment is becoming more and more complex, and the changes in the century and the epidemic of the century are intertwined. The continuous escalating game between major powers and the deepening decoupling of interests between China and the United States has had a profound impact on the global integrated circuit industry chain. Recently, the United States introduced the “CHIPS and Science Act of 2022”, and joined hands with Japan, South Korea to form a “Quartet Chip Alliance” to build a “united front” to “contain” China, attempts to isolate China′s integrated circuit industry from the global supply chain system. By sorting out the historical evolution and main characteristics of the United States in science and technology legislation, as well as the latest strategic deployment of the “Chip and Science Act of 2022” in the field of integrated circuits, this article provides insights into the resulting new changes in the global integrated circuit industry, as well as its impact on China′s impact, and put forward relevant development suggestions.

0 引言
當前，我國進入新時代新發展階段，正逢世界處于百年未有之大變局。隨著我國在高科技領域逐步崛起，以美國為首的先進國家對中國采取制裁、脫鉤、遏制等一系列打壓手段，試圖推進全球產業鏈重構“去中國化”，集成電路產業首當其沖。美國對外不斷采取“小院高墻”政策遏制中國集成電路領域關鍵科技進步，同時拉攏盟友組建“四方芯片聯盟”；對內強推《2022芯片與科學法》[1]，試圖通過大額度的投資補貼，引導先進制造等高附加值集成電路產業環節回歸本土。一系列“筑墻”“脫鉤”的做法，嚴重擾亂全球集成電路供應鏈的同時，也使得我國集成電路產業發展面臨著嚴峻的外部競爭形勢。在全球集成電路供應鏈體系深度調整和產業鏈加快重塑的大趨勢下，我們需要認真梳理美國在集成電路領域立法的歷史沿革、特點和趨勢，也要客觀研判當前外部競爭形勢下帶來的發展挑戰，在此基礎上，作出我國集成電路產業新發展格局下的應對之策，具有重大的理論意義和現實緊迫性。
